    PEPFAR Implementing Partner Support and Reporting

    The Monitoring and Evaluation Technical Support (METs) programamong other activities works with and provides technical support to the monitoring and evaluation of the CDC supported Implementing Partners to improve reporting systemsevaluation and Performance measurement plans? of CDC supported Implementing Mechanisms

    Activity Outcome/Intermediate Result:METS strives to ensure quality and timely PEPFAR data collection, management and analysis of data for use in program planning in the Country Operation Plan(COP) and reporting to the Centers for Disease Control and Prevention (CDC) and other stakeholders .

    Program Linkages: Through METS core project areas (Monitoring and Evaluation [M&E], Health Systems Strengthening [HSS], Disease Surveillance [DS], and Health Information System [HIS]), partner support, monitoring, and reporting provide a platform to enhance service provision at district and health facility levels.

    Collaborations/Stakeholders: METS works with Uganda?s PEPFAR Inter-Agency coordination teams, to improve PEPFAR program performance management, including results reporting for CDC supported Implementing Partners. In addition, the METS work with GOU agencies such as the Uganda AIDS Commission (UAC), the Ministry of Health (MOH), the Ministry of Gender, Labor, and Social Development (MGSLD), the Ministry of Local Government, and the Uganda Bureau of Statistics (UBOS) to build and strengthen the national and district capacity onmonitoring and evaluation of interventions for HIV/AIDS response in Uganda.

    Project Activities

    • Establish processes for identifying, Synthesizing and providing Stop-gap measures for existing data quality issues.Working with stakeholders, the project drafts guidelines, Standard Operating Procedures and protocols to direct implementing partner activities aimed at improving the quality of data generated for PEPFAR reporting
    • The project also conducts Data Quality Assessments and Improvements on reporting indicators to identify and provided stop-gap measures to challenges arising from generating quality data and information for program planning.
    • The project carries out routine trainings and orientations to implementing partners on reporting tools including electronic data management systems for both PEPFAR (DATIM) and national systems (DHIS2, OVCMIS)
    • The project also aims at providing technical support to CDC implementing partners and the Strategic Information technical working groups in synthesizing, analyzing and aggregation of targets across program areas.
