District Led Programming

    Home District Led Programming

    Through the Health Systems Strengthening (HSS) Project, METS is aiming at enhancing district capacities to effectively plan, coordinate and monitor implementation of the decentralized HIV and AIDS response. The goal is to improve performance across all the HIV/AIDS program areas so as to reduce HIV incidence, morbidity, and mortality due to related illnesses.

    In pursuit of this mandate, METS works collaboratively with key stakeholders including; the Uganda IDS Commission (UAC), the Ministry of Health, and district-based Implementing partners.

    The projects interventions

    • Enhance planning, coordination, and informed decision-making for the decentralized HIV/AIDS response. This will ensure that the different program components for HIV/AIDS programming work synergistically at the district level
    • Improve data use among District Health Teams (DHT) for program performance improvement within the district framework
    • Support the development and operationalization of district-specific 5-year HIV & AIDS strategic plans and annual work plans within CDC-supported districts.
    • Strengthen district capacities for coordination of district-based HIV/AIDS partners and activities
    • Contribute to evidence-based policy development and advocacy for HIV programs among senior government officials at national and district levels by conducting relevant program evaluations

    The project’s major activities are training, coaching, mentoring, and advocacy.

    Trainings

    The project organizes trainings for District Health Teams aimed at enhancing capacity for planning, coordination and monitoring, and evaluation. The following are some of the trainings conducted by the project.

    Strategic Planning Workshops

    These are five days workshops that are organized for the district teams to develop a draft strategic plan. The trainings are co-facilitated with other stakeholders including the Uganda AIDS Commission, Ministry for Health and district-based Implementing Partners. The participants from the districts include but are not limited to; Chief Administrative Officers, Secretaries for Health, Biostatisticians, HMIS Focal Persons, District Health Officers, and the representatives of people living with HIV and AIDS. These workshops are hands-on with a lot of group work to develop the different sections of the strategic plan. The workshops aim at achieving the following objectives;

    • Provide a forum for the district health team and their stakeholders to develop 5 year HIV/AIDS strategic plans
    • Provide technical support to the districts to conduct the district HIV and AIDS Situational Analysis
    • Guide the districts to identify innovative interventions suiting their district context for the decentralized HIV and AIDS response

    Workshop Out Puts

    At the end of the five-day workshop, each participating district must have developed the following;

    •  Draft five year HIV and AIDS strategic plan 2015/16-2019/20 aligned to the national plan
    •  A draft consolidated annual work plan
    •  A draft annual budget
